The National Oceanic and Atmospheric Administration (NOAA) collects, manages, and disseminates a wide range of climate, weather, ecosystem and other environmental data that are used by scientists, engineers, resource managers, policy makers, and others in the United States and around the world.
With limited resources and enormous growth in data volumes, NOAA asked the National Academies for advice on how to archive and provide access to these data. This book offers preliminary principles and guidelines that NOAA and its partners can use to begin planning specific archiving strategies for the data streams they currently collect.
NOAA is to be commended for addressing its data archiving and access challenges and for seeking external advice for such critical endeav-ors. This final report expands on an interim report in which the com-mittee proposed preliminary principles and guidelines for archiving the environmental data that NOAA currently collects (NRC, ).

While I do not share those same concerns about preservation, as NOAA’s new Chief Data Officer I recognize that the essential idea that enables these efforts -- easy public access to all of NOAA’s open data-- is a laudable one that NOAA’s data stewards are striving to achieve.
Let’s talk about open data access first, and I’ll come back. "Many of the National Weather Service data sets are available in formats that are able to be imported directly into Geographic Information Systems (GIS).
